Using Royal Icing and tip 2, pipe 80 dots (make extras to allow for breakage) and let dry.
Using Royal Icing and tip 101, pipe 65 ribbon roses. Make extras to allow for breakage, let dry.
Prepare 2-layer cakes for fondant and push in leg construction. Cover cakes with fondant. Divide remaining fondant in two. Tint on half pink, leave other half white.
To prepare ribbon strips: Roll out fondant strips (1 white, 1 pink for each cake) to measure 5/8 in. x 30 in. Lay pink strip on top of white strip, attach by brushing dots of water on white fondant and position around bottom of cakes. Randomly attach ribbon roses and dots to cake.
Cut styrofoam to fit inside of flower ring holder. Attach balloons to lollipop sticks; gather tulle circles and attach with florist wire. Insert in styrofoam. Insert pearl sprays.
At reception: Assemble tiers on pillars. Position balloons and ornaments. Curl and position curling ribbon.
